Amodei Reintroduces Resolution to Reaffirm United States-Canada Alliance

2/25/2025

Washington, D.C. – Congressman Mark Amodei issued the following statement following his reintroduction of H. Res. 152, reaffirming the deep and steadfast United States-Canada partnership and the ties that bind the two countries in support of economic and national security:

“In a world increasingly marked by global tensions and uncertainty, it is invaluable to have strong and dependable friends in every corner of the globe, especially along our border,” said Congressman Mark Amodei. “Nevada’s 2nd congressional district exports more than $1.4 billion in goods and $75 million in services to Canada annually, bolstering our supply chains and enhancing our competitive edge. We are united by our shared interests in securing our borders, delivering economic prosperity, and preserving democratic values. As the co-chair of the bipartisan American-Canadian Economy and Security Caucus (ACES), I’m proud to have reintroduced this resolution to reinforce our mutually beneficial commitment to each other's safety and success.”

“The United States has no more reliable ally or steadier friend than Canada” said the Ambassador of Canada to the United States, Kirsten Hillman. “This Resolution highlights that no two nations benefit more from each other than the U.S. and Canada. With nearly $1 trillion in goods and services crossing our shared border every year, trade with Canada plays an important role in U.S. economic security and supports millions of American jobs. We are steadfast in our commitment to enhancing continental security, maintaining a secure border, supporting U.S. energy dominance, and uniting against the threat of foreign adversaries. I would like to thank ACES Co-Chairs, Representatives Mark Amodei, Lizzie Fletcher, Marc Veasey, and Buddy Carter, other co-sponsors, and all members of the ACES Caucus for their dedication to reinforcing the Canada-U.S. relationship.”

“The U.S.-Canada Alliance has long been one of America's most important friendships. The ties between our nations are deep, with over 8,600 Canadian companies doing business in the Dallas-Fort Worth area alone” said Congressman Marc Veasey (TX-33). “This partnership is vital, contributing to a staggering $40.3 billion in goods and services trade just between DFW and Canada alone. But beyond the numbers, our collaboration in energy, security, and countless other sectors strengthens both our economies and our shared values. As a proud representative of the Dallas-Fort Worth community, I am honored to continue working toward expanding and deepening this crucial friendship with Canada. Together, we are not just neighbors, but partners in prosperity and peace.”

“For more than a century, the United States and Canada have maintained a close partnership built on a foundation of shared democratic values,” said Congresswoman Lizzie Fletcher (TX-7). “I was glad to introduce this bipartisan resolution with Congressman Amodei, Congressman Veasey, and Congressman Buddy Carter to highlight the significance of the U.S.-Canada relationship to our economy and our national security. As close trade partners and allies, I look forward to continuing to advance policies to support and strengthen this important relationship.”

Key Facts:

Supports expanding energy infrastructure across the U.S.-Canada border and reaffirms commitments to shared climate and environmental goals.
  • Supports defense capabilities and preparedness in times of crisis.
  • Supports continued collaboration to secure borders, strengthen supply chains, and promote global security.

Amodei Reintroduces the PROTECT Act

2/19/2025

Washington, D.C.
– Representatives Mark Amodei (NV-02) and Susie Lee (NV-03) reintroduced H.R. 1400, the Presumption for Radiation or Toxin Exposure Coverage for Troops Act (PROTECT Act).

This legislation would ensure comprehensive medical care to veterans exposed to radiation and other toxins at the Nevada Test and Training Range (NTTR) by establishing a presumption of exposure to radiation and toxins at NTTR between the years of 1972 and 2005.

“Veterans, who made such selfless sacrifices for our nation, should not have to move mountains to prove they are suffering as a result of their service,” said Rep. Mark Amodei. "Yet, hundreds of veterans who were stationed at the NTTR during that time frame have been denied the benefits they rightfully earned because exposure to toxic chemicals is microscopic, often referred to as the invisible enemy. I will continue to amplify the indisputable access to care our veterans deserve throughout their post-service lives.”

"Our men and women in uniform make countless sacrifices to keep our nation safe, so it’s our duty to ensure that we take care of them and protect them from invisible enemies like toxic radiation exposure,” said Congresswoman Susie Lee. “I helped pass the bipartisan PACT Act to do just that, and I’m continuing that work to get these veterans the long overdue care they deserve. This legislation will help save lives and bring justice to thousands of veterans who proudly served in Nevada.”

"I am very excited to see this next step in The Invisible Enemy’s fight to bring the benefits to an amazing group of veterans, DoD employees, and contractors,” said Dave Crete, Chairman of The Invisible Enemy Non-profit. “We are grateful for Congressman Amodei’s willingness to be our champion in Congress to right a wrong that has been ignored far too long.”

Amodei Co-Leads Reintroduction of Bipartisan Coin Modification Bill

2/14/2025

Washington, D.C. – Representatives Mark Amodei (NV-02), Josh Gottheimer (NJ-05), and Rich McCormick (GA-7) released the following statements after reintroducing the Coin Metal Modification Authorization and Cost Savings Act of 2025 which is bipartisan legislation that could save taxpayers millions of dollars each year by allowing the U.S. Mint to begin producing coins at a more cost-effective rate.

“For years, we’ve discussed the burden our federal deficit has cast, and will continue to cast, onto the shoulders of our children and grandchildren,” said Rep. Mark Amodei. “This bill proposes a modernized approach to manufacturing our currency by allowing the Mint to modify the metal composition of coins with more affordable materials. Not only is this a long-term solution for addressing wasteful spending, but it will also save American taxpayers millions of dollars by providing a responsible path to stabilizing our currency. We introduced this bill consecutively for the past three congresses, and now, with a President committed to cost-effective solutions, we are poised to make a real impact in reducing our fiscal burden."

"Keeping our currency in circulation is crucial to our economy, but right now, the United States is wasting millions to manufacture coins. I'm proud to lead the bipartisan Coin Metal Modification Authorization and Cost Savings Act to help make our nation's coin production more cost-effective, save money for our taxpayers, and prevent a national coin shortage," said Congressman Josh Gottheimer (NJ-5), a member of the House Financial Services Committee. “By shifting to new technologies and methods in the coin-making process, we will save millions of taxpayer dollars and ensure our families and local small businesses can thrive.”

"I'm honored to serve as a co-lead of the Coin Metal Modification Authorization and Cost Savings Act of 2025 alongside my colleagues Reps. Amodei and Gottheimer. This legislation will reduce the cost of the coin minting process by allowing less expensive materials to be used. Getting our country back on track begins with making smart financial choices and prioritizing cost-effective decisions," said Congressman Rich McCormick.

Background:
The New York Times reported, “It cost 3.69 cents to produce and distribute a penny last year, according to the U.S. Mint’s annual report. This means that, accounting for their face value, each penny made a loss of 2.69 cents. Last year, the Mint issued over three billion pennies, according to its annual report, at a loss of about $85.3 million.”

Changing the metallic composition of coins — without affecting the way they look or work – could allow the U.S. Mint to begin producing coins at a more cost-effective rate and potentially save taxpayers a significant amount of money each year. Unfortunately, current law does not give the Mint the authority to make that change. Additionally, the GAO has stated: "Without such authority, the Mint might not be producing coins as cost-effectively as possible."

Since Congress has the authority to specify which coins are made, the GAO and U.S. Mint have both proposed that Congress should consider amending existing law to provide the U.S. Mint Director with the authority to alter the metal composition of circulating coins if the new metal compositions reduce the cost of coin production. The Coin Metal Modification Authorization & Cost Savings Act would give the U.S. Mint that authority by taking a common-sense and balanced approach to modifying existing law, while reducing costs incurred by taxpayers and paying respect to the general public and relevant stakeholders. More specifically, this legislation would:

  • Give Congress 90 legislative days to review new coin metal compositions proposed by the Mint and provide for expedited consideration of a joint resolution of disapproval, should Congress find a proposed modification not to be justified; and
  • Require that new coin metal compositions have a "seamless" transition into the marketplace, in that the new metal compositions reduce the cost of coin production and do not affect the diameter and weight of circulating coins, or their compatibility with most coin acceptors using electromagnetic signature technology.

Amodei Reintroduces Mining Regulatory Clarity Act

Washington, D.C. – Today, Congressman Mark Amodei (NV-02) and Congressman Steven Horsford (NV-04) reintroduced the Mining Regulatory Clarity Act of 2025, which reaffirms that public land use under a mining claim inherently accompanies mining-support activities.

“The Rosemont Decision overturned decades of established precedent that allowed our domestic mining operations to flourish, and instead blocked production efforts with excessive red tape,” said Rep. Mark Amodei. “Out West, we have an abundance of natural resources that we can responsibly utilize to reduce our reliance on adversaries and strengthen our national security. This bill reverses the damage caused by the misguided Rosemont Decision and restores clarity for critical mining projects to move forward.”

“Mineral production is critical to Nevada’s economy and America’s energy and technology needs,” Rep. Horsford said. “I’m proud to partner with Senator Cortez Masto and Congressman Amodei on the Mining Regulatory Clarity Act to ensure production continues responsibly and free from bureaucratic roadblocks. This is about protecting jobs for Nevadans and creating economic prosperity for the American people while protecting our lands and resources.”

“We need to streamline our federal permitting process to unleash the full potential of Nevada’s critical mineral economy,” said Senator Cortez Masto. “I’m continuing my bipartisan push to pass this commonsense bill that will cut red tape, protect mining jobs in Nevada, help support clean energy projects nationwide.”

“The bipartisan Mining Regulatory Clarity Act is KEY to ensuring the U.S. can use our vast domestic resources to build the essential mineral supply chains we know we must have,” said Rich Nolan, National Mining Association president and CEO. “China’s recent actions to cut off VITAL mineral supply chains underscores the need to strengthen domestic mineral supply chains for manufacturing, energy, national security and other priorities. This legislation ensures the fundamental ability to conduct responsible mining activities on federal lands. Regulatory certainty, or the lack thereof, will either underpin or undermine efforts to meet the extraordinary mineral demand now at our doorstep.”

An identical version of the bill is led in the Senate by Senator Cortez-Masto (D-Nev.) and Jim Risch (R-Idaho).

AMODEI REPORT: ROUNDUP OF PRESIDENTIAL ACTIONS

2/7/2025

Dear Friend,

President Trump campaigned on a promise to change how Washington operates, promising to enhance transparency, accountability, and oversight of bureaucrats. After returning to the Oval Office, he quickly utilized his presidential power by signing hundreds of executive actions within just a few weeks of his presidency.

While some of these actions may be controversial, it is important to note that they have all been executed within the framework of our democracy. Once inaugurated, presidents have the authority to issue executive orders and actions to advance the agenda they campaigned on.

This administration is not playing around when we said we would hit the ground running. We are dedicated to delivering as much as we can for the American people during the first 100 days, and we plan to maintain this pace throughout the next four years.
HYPOCRISY AT ITS FINEST
House Minority Leader Hakeem Jeffries circulated a rallying cry to his Democratic colleagues, urging them to stop at all costs the implementation of the agenda that President Trump presented on the campaign trail and was elected to carry out, even if it results in a government shutdown.

It’s interesting to observe how our minority counterparts let the wind blow them in whichever direction best suits their convoluted message. When it aligns with their narrative, government shutdowns are devastating for our economy, working families, seniors, veterans, and servicemembers. However, when it comes to policies they disagree with, they’re quick to be the ones to flip the government’s light switch off.

This week in Washington, they have led protests while shouting statements like, “Shut down the city,” “We are at war,” “We’re going to fight it in the streets,” and “This is what the beginning of a dictatorship looks like.”

Their extreme rhetoric and fear mongering do not resonate with Americans, which was clear in November and remains true today. I took an oath to defend Article I of the Constitution and recognize the importance of upholding those values every day. However, there is no active threat to it. The executive branch has the authority to evaluate how funds are allocated for executive branch agencies. Speaker Johnson stated, “So, it looks radical. It's not. I call it stewardship.”

Before discussing the executive orders and actions taken by the current administration, I want to highlight some executive orders authorized by President Biden during his term. These orders have been considered unconstitutional, with some even deemed to constitute presidential overreach by the Supreme Court.

  • Loopholed his way around the Supreme Court’s decision to strike down his student loan plan, canceling student debt for 5.3 million borrowers, costing taxpayers $188.8 billion.
  • Prevented landlords from evicting tenants who fail to pay rent.
  • Infringed upon private employers’ rights by mandating COVID-19 vaccinations for their workforce.
  • Declared the Equal Rights Amendment was the law of the land, implying it is already in the Constitution as the 28th Amendment, which doesn’t exist.
  • Imposed a global tax deal that bypassed Congress, which has the sole authority to raise taxes, potentially costing the country over $100 billion in revenue.
  • Directed federal agencies to use funds for voter registration, impacting the electoral process and distracting agencies from their mission to support vulnerable groups and hardworking Americans.

I’m not bringing this up to suggest we should engage in a tit-for-tat feud but given the recent biased and theatrical reactions it’s something worth noting. Bottom line, if the executive branch steps too far into Congress's space, we will defend our Article I constitutional authority. We’re committed to working with the administration and its agencies to make sure everything stays in compliance with the law.
KEY PRESIDENTIAL ACTIONS SO FAR FROM THE TRUMP ADMINISTRATION
Reevaluating and Realigning United States Foreign Aid
This 90-day pause in foreign assistance fulfills President Trump’s commitment to ensuring responsible stewardship of taxpayer dollars. It is important to emphasize that this is not a permanent pause, and supporting our allies who are confronting terrorism and authoritarian regimes remains a priority. However, the Office of Management and Budget (OMB), has identified millions of dollars that were set to be wasted on initiatives that have little relevance to protecting our allies during times of crisis. This pause is intended to realign foreign aid disbursements with the values of American taxpayers and ensure full transparency in how their dollars are spent.

Below are a few initiatives funded through the United States Agency for International Development (USAID) under President Biden and Senator Chuck Schumer's watch:

$2.5 million for electric vehicles for Vietnam
  • $2 million for sex changes and “LGBT activism” in Guatemala
  • Hundreds of thousands of dollars to a non-profit linked to designated terrorist organizations, even after an inspector general initiated an investigation.
  • $47,000 for a “transgender opera” in Colombia
  • $32,000 for a “transgender comic book” in Peru

Purpose:
“The United States foreign aid industry and bureaucracy are not aligned with American interests and in many cases antithetical to American values.  They serve to destabilize world peace by promoting ideas in foreign countries that are directly inverse to harmonious and stable relations internal to and among countries.”

Securing Our Borders
A slightly obvious action the President took on the day of his inauguration, was signing an executive order to secure our borders. Over the past 4 years, our national security has been threatened like we’ve never seen before. President Biden and his Secretary of Homeland Security, Alejandro Mayorkas, failed in their responsibility to protect our borders, allowing anyone to enter the country without conducting necessary background checks and procedures. Among those who have entered illegally are gang members, individuals with violent criminal records, and drug traffickers. This executive order represents a commonsense policy solution to restore order at our borders and strengthen our security against external threats.

Purpose:
“Over the last 4 years, the United States has endured a large-scale invasion at an unprecedented level.  Millions of illegal aliens from nations and regions all around the world successfully entered the United States where they are now residing, including potential terrorists, foreign spies, members of cartels, gangs, and violent transnational criminal organizations, and other hostile actors with malicious intent.”

Tariffs on Mexico, Canada, and China
The border crisis has led to an influx of imminent dangers, such as fentanyl and criminal activity. President Trump has determined that Canada, Mexico, and China have all played a role in enabling this crisis and have not done enough to assist our efforts to control the situation. Below is a summary of the imposed tariffs:

  • 25% tariff on most goods imported from Canada and a 10% tariff on Canadian energy resources has been delayed for one month after Justin Trudeau negotiated with President Trump to strengthen their border patrol operations.
  • A one-month delay on a 25% tariff on imports from Mexico, following an agreement with Mexican President Claudia Sheinbaum to deploy 10,000 troops to enforce border laws.
  • 10% tariff on imports from China.

Deferred Resignation for Federal Workforce
During the COVID-19 pandemic, employees from nearly all sectors transitioned to remote work. Now, five years after the pandemic, most companies have returned to in-person or hybrid work arrangements. However, only about 6% of federal employees are reporting to their offices in person. This is resulting in wasted dollars on vacant federal office buildings. Additionally, American taxpayers, who fund the salaries of federal employees, deserve a higher level of performance from those serving in their interest.

To address this issue, almost all federal employees were offered a buyout equivalent to eight months of salary if they accepted a deferred resignation by Monday, February 10, at 11:59 p.m. EST.

HOUSE VOTES RECAP
HALT Fentanyl Act
Last fiscal year, 43 pounds of fentanyl were seized at our northern border which is enough to kill 9.8 million Americans. In comparison, Customs and Border Protection (CBP) seized 21,000 pounds at our southern border which is enough to kill 4 billion people.

Synthetic opioids, like fentanyl, are extremely dangerous and are the leading cause of death for Americans under 50 years old. While we're working diligently to secure our borders, we need to simultaneously address this fentanyl crisis claiming the lives of so many Americans.

This bill permanently classifies fentanyl-related substances as Schedule I under the Controlled Substances Act, ensures law enforcement has the necessary resources to keep these drugs off the streets, and permits further research on fentanyl-related substances.

Protecting American Energy Production Act
The previous use of hydraulic fracking has resulted in lower energy prices for Americans and has positioned our nation as a leading producer of natural gas and oil. Although the EPA under the Obama Administration found that fracking has not had "widespread, systemic impacts on drinking water resources in the United States," presidents have continuously threatened to end this method that has enhanced our energy independence.

The security of our energy supply is closely tied to our national security. This bill prevents any president from unilaterally banning hydraulic fracturing and grants states the authority to regulate energy production on state and private land.
