Dear Friend,
 
Happy Thanksgiving! This year, I am especially grateful for the opportunity to continue serving CD-2. I am deeply honored by the trust and support you've shown me with your vote. We’ve triumphed through election day, and throughout this next term, I will continue fighting for Nevada's values and priorities.
 
With Republicans now holding a trifecta majority in the House, Senate, and the White House, I’m excited to work alongside the Trump-Vance Administration to address the border crisis, reduce the cost of living, and advance "America First" policies that will put our country back on the path to prosperity. 
 
After a nice break from Washington, we are back in action with a long to-do list as we sprint toward the end of the year. 


NEVADA LANDS BILLS

Last week, my Northern Nevada lands package, the Northern Nevada Economic Development and Conservation Act, passed through the House Committee on Natural Resources.  
 
In Nevada, we face unique challenges with over 80% of Nevada's land being owned by the federal government, which severely limits our ability to grow and compete with the rapidly expanding markets of neighboring states. I’m grateful to the many groups who had a hand in shaping this important and comprehensive legislation. Local communities deserve a voice in how the land around them is managed, and now we’re one step closer to streamlining that process and ensuring that their priorities are heard and addressed.

WORKING WITH THE TRUMP ADMINISTRATION ON HOMELAND SECURITY ISSUES
 
As we approach the transition of power in January, the Appropriations Subcommittee on Homeland Security, which I proudly serve as the Chairman of, is proactively planning for a fast moving 100 days. Our subcommittee has jurisdiction over U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, Federal Emergency Management Agency and more.  
 
The Trump Administration has made clear that the crackdown at our borders will start on day one. You can expect swift updates as we work to pass responsible legislation to provide resources to secure our border, make our communities safer, and bolster our national security.  
 
FINAL PUSH TO KEEP THE LIGHTS ON
 
In September, Congress passed yet another continuing resolution to fund the government at current spending levels through December 20, 2024. Below is a recap of what was included in the package:  
 
  • Provides an additional $231 million for the Secret Service for protective operations for National Special Security Events and subjects additional money to existing funding caps. 
 
  • Extends the National Flood Insurance Program through the duration of the CR. 
 
  • Allows the Department of Health and Human Services to continue providing Temporary Assistance for Needy Families benefits during the duration of the CR.
 
  • Extends programs at the Department of Veterans Affairs to ensure our veterans continue to receive the care and benefits they have earned.
 
  • Extends expiring health care programs, including priority review vouchers for rare pediatric diseases, autism support activities, and Medicaid funding for the Northern Mariana Islands. 
 
With the December 20th expiration date quickly approaching, negotiations across the aisle are on-going. Several options are on the table to keep the government’s lights on through the holiday season. 

However, it is hardly a good idea to gamble with President Trump's first 100-days agenda by kicking the fiscal can down the road and saddling him with a spiraling debt burden. Pushing the blame onto Senator Schumer and the Biden Administration ends in January.  It’s time to slam the book shut on temporary fixes in this divided Congress, ensure the government stays operational, and start preparing a playbook for the 119th Congress.  

  
CD-2 ACTIVITY

 Answering a Question Posed by a Constituent
Recently, a constituent who is unfamiliar with the complexities of the House Appropriations process raised a question about why I serve as chair of just one subcommittee. I thought it was important to address this with all of you:
 
The role of a subcommittee chair is more significant than it might initially appear. Securing funding is one of Congress's most critical responsibilities, as outlined in the U.S. Constitution.
 
As chair of the Homeland Security Appropriations Subcommittee, I hold a position that is historic for Nevada. There have only been four Representatives from Nevada on the House Appropriations Committee since Nevada became a state in the 38th Congress, only two of whom were Appropriations Subcommittee Chairs, also known as Cardinals, during their tenure. I am also proud to have been one of the few Cardinals to successfully pass both of my funding bills in the House, which is quite the feat given the difficulties of passing bills in the 118th Congress.
 
Beyond seniority, this role carries hefty responsibility. The Homeland Security Subcommittee oversees a $64.81 billion budget, nearly 12 times the size of Nevada’s state budget. Those who hold such roles wield tremendous influence over federal government operations, which is particularly important for a state like Nevada, where 80% of its land is federally owned.
 
In addition to this role, I serve on two other key subcommittees: the Financial Services and General Government Subcommittee, and the Interior, Environment, and Related Agencies Subcommittee. Since joining the Appropriations Committee, I have secured funding for over 96% of all Nevada infrastructure projects, thousands of language and programmatic requests, and built meaningful relationships with federal agencies that enable me to have a direct line of communication where Nevada’s needs and interests are met swiftly.
 
Lastly, my seat has jurisdiction over agencies like ICE, CISA, FEMA, CBP, USSS and more, all of which will play pivotal roles in executing the Trump Administration’s first 100-day agenda.
 
Given these factors, I can’t think of a better spot for Nevada’s lone Republican member in the federal delegation to be in, which projects a powerful voice in Washington and ensures our state’s interests are not only represented but advanced at the highest levels.
 
Update on White Pine County Hydropower Project
Last month, I attended a public scoping meeting in Ely hosted by the Federal Energy Regulatory Commission (FERC) for a proposed pumped storage hydropower project in White Pine County.  
 
Unfortunately, the meeting raised more questions than it answered. I will continue to work with both the local community and project proponents to ensure that if this moves forward, the review process is thorough and addresses any concerns that the residents of White Pine County may have.

Nevada Day Parade
I had the privilege of joining one of Carson City’s greatest traditions — the Nevada Day Parade, a celebration that has been uniting our community since 1938 and proudly stands as the nation’s largest statehood observance. 
 
This year’s theme “All for Our Country” reflects the passion, loyalty, and pride Nevadans have shared since our state's founding in 1864. 
 
This parade is a great opportunity to connect with neighbors to honor the legacy and rich heritage of the Silver State. Thank you to all the volunteers and participants who had a hand in making this event possible. Happy 160th birthday, Nevada!

Committee on Natural Resources Passes Amodei Northern Nevada Lands Package

 WASHINGTON, D.C. — Rep. Mark Amodei issued the following statement following the markup and favorable reporting of the Northern Nevada Economic Development and Conservation Act by the House Committee on Natural Resources. 
 
“It’s no secret Nevada has a long history of advocating for local control over public lands in the face of federal oversight,” said Rep. Mark Amodei. “This commonsense legislation gives Nevada’s leaders and organizations a front seat at the table to determine what is best for their communities. I appreciate their tireless efforts to help craft this bill, as well as the members of this committee who recognized the constant need for a comprehensive federal lands policy in our state. I would also like to thank Rep. Susie Lee for her partnership in advancing Nevada’s lands priorities, and helping secure the Jean Prison title of this bill as well.

While there remain additional resource priorities needed, I will continue fighting to secure a complete legislative victory — one that spurs a new era of economic growth and resilience in Nevada, all while balancing our responsibility to preserve and protect our unique landscapes.” 
“Unfortunately, the federal government can often become mired by red tape and confusing protocols,” said Chairman Bruce Westerman. “Fortunately, Congressman Amodei’s work on the Northern Nevada Development and Conservation Act will combine numerous proposals related to public lands in his district and help streamline processes for proper use of these lands. I want to thank Rep. Amodei for his work on this meaningful legislation.”

​Background

Title I: Douglas County Economic Development and Conservation Act 
  • Transfers approximately 67 acres to the State of Nevada to be used for state parks. 
  • Conveys approximately 7,777 acres to Douglas County for flood management and public purposes. 
  • Allows for public sale of up to 60 acres within 1 year of enactment and facilitates long-term joint selection of land through the BLM planning process between Douglas County and the Secretary. 
  • Allows no more 10,000 acres of land identified in the existing Carson City RMP to be sold. 
  • Conveys approximately 1,084 acres to Douglas County to be used for open space. 
  • Transfers approximately 2,669 acres to the Washoe Tribe. 
 
Title II: Incline Village Fire Protection Act (Washoe County) 
  • Conveys 2 parcels totaling approximately 14 acres to the Incline Village General Improvement District (IVGID) for public uses. 
 
Title III: Northern Nevada Flood Protection Management Act (Washoe County) 
  • Conveys 4 parcels totaling approximately 534 acres to the Truckee River Flood Management Authority (TRFMA) for flood attenuation, riparian restoration, and protection. 

Title IV: Carson City Public Lands Correction Act 
  • Conveys approximately 211 acres of BLM land to Carson City for public purposes, flood management, and economic development. 
  • Removes reversionary interests on 3 parcels already held by Carson City to allow for economic development. 
  • Allows for disposal of approximately 17.45 acres of Carson City land for future residential development. 
  • Conveys approximately 0.45 acres of USFS land to Carson City to be used for a roundabout connecting South Stewart Street and South Curry Street. 
 
Title V: Pershing County Economic Development and Conservation Act (Passed House in 115th as H.R. 1107) 
  • Establishes the Checkerboard Resolution Area in Pershing County and authorizes the sale or exchange of lands previously identified for disposal by the BLM in a streamlined manner. This encompasses approximately 356,100 acres of land to be exchanged at a 1:1 ratio. 
  • Authorizes the sale of the surface estate to an owner of a mining claim, a mill site, or a tunnel site that exists in the Checkerboard Resolution Area on the date of enactment for fair market value. 
 
Title VI: Federal Shared Complex for BLM/USFS/USFWS/BOR (Washoe County) 
  • Authorizes the establishment of a joint federal complex to be used by the BLM Nevada State office, USFS Humboldt-Toiyabe Headquarters, US Fish and Wildlife Service, and US Bureau of Reclamation. Allows for up to 10% of funds generated by bills included in this package to go towards costs. 

Title VII: Elko Nevada Economic Development Act 
  • Transfers approx. 644 acres to the City of Elko for housing development. The lands surround existing housing subdivision, and will help alleviate the housing shortage in Elko. 
  • Transfers approx. 3,500 acres to Elko County for housing development, expansion of lands surrounding the town of Jackpot, and expansion of a shooting range. 
 
Title VIII: Fernley Economic Development Act 
  • Conveys approximately 12,085 acres of federal land, for fair market value, to the City of Fernley for economic development. Any gross proceeds from the sale shall be deposited into the existing SNPLMA special account. 
 
Title IX: Conveyances to the City of Sparks 
  • Conveys approximately 40 acres to the City of Sparks to be used for a cemetery. 
  • Conveys approximately 714 acres to the City of Sparks to be used for public parks. 
 
  • Title X: General Provisions 
  • Allows for the conveyance of federal lands that are leased, patented, or authorized as a right-of-way through R&PP to eligible entities. 
  • Provides guidance on the use of surface estate sand and gravel for developments authorized through SNPLMA. 
  • States no water rights shall be affected by this legislation. 
  • Amends an existing conveyance of land from the BLM to Storey County to include approximately 40 additional acres. 
 
Title XI: Nevada GreenLink ROW Technical Correction 
  • Maintains the existing ROW for NV Energy for the GreenLink Transmission Line on the eastern shore of Walker Lake, which was put into trust for the Walker River Paiute Tribe as part of the FRTC Modernization. 

Rep. Lee’s Amendment: 

Jean Prison Transfer 
  • Transfers the reversionary interest of the Jean Prison site, approx. 480 acres, which is currently patented under R&PP to the State of Nevada, to the State. The State of Nevada intends to repurpose this land for economic development. 

Total acres of land conveyed, disposed of or transferred to state and local authority: Approximately 39,491 acres 
Total acres of land transferred to the Washoe Tribe: Approximately 2,669 acres 
Total Acres of Federal Land Authorized for Exchange in Pershing County as Checkerboard Resolution: Approximately 356,100 acres, netting 178,050 acres for potential disposal 
Total Acres Encompassed: 214,872 acres
